THE PONDICHERRY STATE SPORTS COUNCIL (PSSC)

To Promote Sports And Games In The Union Territory Of Pondicherry. Established In 1980 As A Registered Society With 100% Grant From Government Of Pondicherry.

STATE NATIONAL SERVICE SCHEME

To Develop The Democratic Living And Selfless Service

ADMINISTRATIVE FACILITY AVAILABLE

1. ZONAL SCHOOL GAMES CHAMPIONSHIP
  1. Pondicherry state is divided into 8 Physical Education Zones viz., 4 Zones in Pondicherry region, 2 Zones in Karaikal Region, One Zone each in Mahe and Yanam.
  2. All the School going population of Union Territory of Pondicherry are divided into three categories of Under - 14, Under - 17 and Under - 19 Years of age for boys as well as girls as per the specifications of School Games Federation of India.
  3. All popular disciplines of sports and games of Union Territory of Pondicherry are included in this level of competitions.
  4. To organize these sports and games Government extends the following assistance:-
    1. Travel expenses to the students
    2. Refreshment to the officials
    3. Prizes and certificates
    4. Organizational expenses
  5. Teams to represent the respective zones in the State School Games Championships are to be selected during the Zonal level competitions by the respective zonal school games organizing committees.
Beneficiaries

All students of Middle, High and Higher Secondary Schools both Govt. and Private can participate in the Games organized at Zonal level without any discrimination.

Application

No application. Participation is through by the respective schools in which the student is studying.

2. STATE SCHOOL GAMES CHAMPIONSHIPS

The zonal teams in various disciplines selected and trained in all the zones will participate in the State School Games Championships. The competitions are conducted among the 8 zonal teams

  1. The Zonal teams are provided with the following.
    1. Their actual travel expenses by train/bus.
    2. Daily allowances during journey.
    3. Daily allowance during the days of stay at the venue of the championships.
    4. Fixed uniform allowance for each student.
  2. Individual prizes and merit certificates are given to students/securing first, second and third places in the state level competitions.
  3. Rolling trophies are awarded to each discipline under each age category for the winning zonal team.
Beneficiaries
  1. Students trained after the selection during the zonal school games championships are eligible to take part in the state school games championships
  2. Students who secure first, second and third places will receive the individual prizes and merit certificates
Application

There is no application. Participation of students is only through their respective institutions and the zones which they have represented.

3. NATIONAL SCHOOL GAMES CHAMPIONSHIPS - SELECTION TRIALS

The School Games Federation of India is organizing the National School Games Championships in almost all the major disciplines under the three categories of Under-14, Under-17 and Under-19 age groups.

  • In the selection trials students from all regions will participate to exhibit their talents.
  • Students brought from Karaikal, Mahe and Yanam are provided with
    • Actual Train /Bus fare.
    • Daily allowance during days of journey.
    • Daily allowance during the days of stay at Pondicherry.

Prominent sporting students of all the regions are benefited by way of selection into the Pondicherry State Schools Team.

There is no application form. Students who show special interest in sports and games are permitted to take part in the selection trials form all the regions. There is no quota for any region. Merit alone counts.

4. NATIONAL SCHOOL GAMES PARTICIPATION

Selected student players from Pondicherry, Karaikal, Mahe and Yanam are trained for a reasonable period to be amalgamated as a team.

  • Initially the selected players from Karaikal, Mahe and Yanam are trained in their respective regions by their school teachers.
  • Prior to their departure for participation in the National School Games, the selected students from outlying regions should attend a combined training as a full team.
  • Selected students from Karaikal, Mahe and Yanam are provided with
    1. Actual Bus/Train fare from the respective regions to Pondicherry and back.
    2. Daily allowance for the period of journey.
    3. Daily allowance for their days of stay at Pondicherry
  • All the team members selected to represent Pondicherry State are provided with
    1. Actual up and down Bus/Train fare with reservation charges at concessional rates.
    2. Daily allowance for the period of journey.
    3. Daily allowance for the period of stay at the places of competitions as prescribed by the School Games Federation of India.
    4. Allowance for the purchase of playing kits and uniforms.
    5. Refreshment charges to the players during their limited period of training after selection.
Beneficiaries

The students selected from all the four regions to represent the Pondicherry State Schools Team in the National School Games Championships are the beneficiaries.

Application

There is no application. Student excelling in games/sports shall be sponsored by the respective schools - respective regions - shall be selected on merit and sent for National School Games Championships at the full expenses of the Government.

ISSUE OF FORM - 4 AND MERITORIOUS SPORTS PERSONS CERTIFICATES.
  • School students who have represented for Puducherry State Schools in the National School Games conducted by School Games Federation of India are issued Merit/particpant are eligible for certificate Form-4 as prescribed by Government of India.
  • For those in possession of Form-1, Form-2 , Form-3, Form-4 and Form-5 prescribed by Government of India by way of participating in the respective by authorized championships satisfying the eligibility conditions shall be issued with Meritorious Sports Persons certificates.
  • Issue of Meritorious Sports Persons certificates is subject to 100% satisfaction of the genuineness of the participation and satisfying the eligibility conditions by the applicants.
Beneficiaries

All those who have participated in the International competitions representing for India with approval of Government of India and clearance with Ministry of Youth and sports are get the benefit to apply for Group-'C' and 'D' posts in Government on production of Form-I subjects to availability of vacancies.

All those in possession of Form-2, 3,4 and 5 may apply for Group-'C 'and 'D' posts in the Government which will be considered subject to availability of the same.

Application

Meritorius Sports person certificate will be issued on the protection of the following documents with a written request after ascertaining the genuiness. Requesition letter from the participant with enclosed the attested xerox copies of the following.

  • Expenditure is met by the Education Department for
    • Payment of refreshment charges to students and teachers.
    • Payment of honorarium to judges at Centre and inter-Centre level.
    • Make-up charges and musician accompanist charges at center and inter-center level.
    • Prizes to the students at the Centre and inter-Centre level.
    • Organizational expenses at Centre and inter-Centre level
  • Youth Festival for Primary school Children of Mahe region in the name of Balakalamela is organized every year I out of the funds released be the Education Department usually.
Beneficiaries

84 % of the students from the General and 16 % of the students from the Special Component Pools from all the school are eligible to take part in the competitions, exhibit their talents and receive prizes and certificates.

Application

No application. All Government Schools are eligible to take part in the scheme.

5.2. National Level Youth Festival.

Under the Government of India Scheme, Block level, District level and State level competitions are conducted in the competitive items of Art and Culture involving various youth organizations of all the regions of Block/District . In turn the outstanding troupes of the regions are called to coverage at Pondicherry for state level competitions. The best performer are selected to represent Pondicherry in the National Youth Festival is organized, to mark the Birthday of Swami Vivekananda on 12th January.

  1. Government of India is releasing an annual grant of Rs.1.00 lakh for Organising lower level competitions upto State level.
  2. Rs.75,000/- is released as advance grant and the remaining amount after submission of accounts and utilization certificate from Government of Pondicherry.
  3. Expenditure for the participation of various Government contingents in the National Youth Festival is directly borne by the Government of India at the venue of the National Youth Festival.
Beneficiaries

Youth from the UT of Pondicherry all walks of life are eligible to take part in competitions at Block, District, State and at National level.

Application

No application. Participation in District level Competitions will give an opportunity for selection for participation in state level competitions and then at National Level Call will be given through the media.

6. Celebration of National Days

6.1 INDEPENDENCE DAY CEREMONIAL PARADE

As part of the Independence Day celebrations, School contingents are selected to participate in the ceremonial march past.

  • Willing schools are called for a selection march fast and the best performing schools are selected. In the Independence day celebrations every year 28 contigents as detailed below with 35 Students in each contingents will participate
  • Each contigent is provided with washing allowance and refreshment charges and also provided shoe allowance only for Government School centingents by the Government for participation in the Independence Day celebrations.
  • Similarly, 12 troupes in Karaikal, 10 troupes in Mahe and 8 in Yanam are selected to participate in the ceremonial parade in their respective regions.
  • Provision is made to select 84% General and 16% Special Component Students in each contingent.
Beneficiaries:

Each troupe consists of 35 students and one Training teacher. All of them are provided refreshment charges and the students alone are provided with washing allowance.

Application:

No application. Selected school contingents participate in the ceremonial parade.

6.2 REPUBLIC DAY CEREMONIAL PARADE
  • Each school contingent with 35 students that have been selected to participate in the in the Independence Day celebrations are eligible to participate in the Republic Day ceremonial parade. The ceremonial parade is on competitive basis for Republic Day celebrations with four rolling trophies instituted by Education Department
    1. Best private boys' school contingent.
    2. Best private girls' school contingent.
    3. Best Govt. boys' school contingent.
    4. Best Govt. girls' school contingent.
  • Owing to competitive in nature, each student of the school contingents (28 schools) is provided with uniform allowance of Rs.300/- each to have a new school uniforms for the parade.
  • The above provisions are made available for the 2 troupes from the Children Traffic Corps 2 troupe from NSS, 2 troups fro CSS and 1 troups from Scouts and 1 from Guides also.
  • All the school's contingents, (20 schools) 2 troupe of Children Traffic Corps, 2 troupe of NSS 2 troups of CSS one contingent each of Bharat Scouts and Bharat Guides are provided with
    1. Washing allowance @ Rs.30/- per student
    2. Refreshment charges during their parade rehearsals @ Rs.20-/- per day for day for 8 days per students and contignet incharge
    3. Uniform allowance @ Rs.300/- per student
  • Refreshment is also provided to one teacher/trainer- in -charge of each contingent.
Beneficiaries:

84 % of the students from the General pool and 16 % students from the Special Component are the beneficiaries in the 25 troupes of 35 students each.

Application:

No application. School contigents are selected on merit.

6.3 REPUBLIC DAY CULTURAL PROGRAMME

About 7 troupes of the 90 students in Pondicherry, one troupe of 200 students in Karaikal, one troupe of 100 students each in Mahe and Yanam are selected by Education Department to present cultural activities at their respective regions as part of the Republic Day Celebrations.

  • Students taking part in the Republic Day Cultural programme are provided with.
    1. Refreshment charge during the days of practice.
    2. Make up charges & costume charges.
  • Teachers who train the cultural troupes are also provided with refreshment charges.
  • The RD cultural programme is on competitive with two Rolling Trophies instituted by Directorate of School Education.
    1. Best Govt. School cultural contingent (Except Jawahar Bal Bhavan)
    2. Best Private School cultural contingent.
Beneficiaries:

84% of the students drawn from General pool and 16 % of students drawn from Special Components are the beneficiaries in each troupe.

Application:

No application. Troupes from schools are selected on merit of their performance.

7. RELEASE OF GRANT-IN-AID

Government of Pondicherry releases Grant-in-aid to the following organizations established by Education Department

A. THE PONDICHERRY STATE SPORTS COUNCIL
  • The Education Department established this semi-autonomous body in May 1980 for the release of Grant-in-aid to the State Sports Associations for the development of sports in the Union Territory of Pondicherry.
  • The Pondicherry State Sports Council is 100% funded by the Government of Pondicherry through Education Department.
  • The release of funds to the Pondicherry State Sports Council is on the basis of the pattern of Assistance approved by the Government of India for funding the Pondicherry State Sports Council.
Beneficiaries:

Outstanding sports persons in all disciplines can avail the facilities granted through the Sports Associations. All affiliated and recognised sports Associations can receive grants from Pondicherry State Sports Concil.

Application:

No application for individuals. Association avail 100% grant from the Pondicherry State Sports Council.

B. RAJIV GANDHI SCHOOL OF SPORTS
  • The Rajiv Gandhi School of Sports is a semi-autonomous body established by the Education Department to sport out the talents in students in their formative age, nurture and produce players of National and International calibre.
  • Rajiv Gandhi School of Sports is 100% funded by Government of Pondicherry.

  2. Status
    The School of Sports, Pondicherry is a semi-autonomous registered society of the Govt. of Pondicherry under the Education Department functioning at Indira Gandhi Sports Complex, Ouppalam.
  3. Pondicherry resident students studying in the Union Territory of Pondicherry are admitted in the school of Sports as per the following eligibility conditions currently in the discipline of Football, Volleyball, Cricket, Hockey, Badminton and Athletics.
    1. They should be below 15 years of age and residents of the Union Territory of Pondicherry studying in 6th to 9th classes at the time of admission.
    2. The students must meritoriously pass the battery of motor ability tests prescribed by the school.
    3. There is no reservation quota earmarked for any category.
  4. The students are given good boarding, lodging and other cosmetics free of cost in the Hostel. They are admitted in the Govt. Schools of Pondicherry for their studies with free transport.
  5. Special training by qualified coaches is being given to the students both in the morning and evening sessions. They are provided with play equipments and playing kit free of cost. The school provides its facilities to the admitted students upto 12th Standard of schooling.

C. YOUTH HOSTEL
  • The joint venture establishment of Government of India and Government of Pondicherry is theYouth Hostel established at Pondicherry in 1979.
  • All the running cost of Hostel is met out of the Grant-in-aid released by Education Department like salaries of staff, repairs and maintenance.
  • Hostel management committee nominated by Government of Pondicherry is administering the establishment.
Facilities
  • Members of the Youth Hostel Association of India and any public can avail the facilities in the Youth Hostel available through out India on prescribed tariff.
  • Two bed and six bed dormitories and a Conference Hall is available.
  • Advance booking, subject to availability, through remittance of tariff by Demand Draft/Cash.
  • 60 persons can be housed in this Hostel.

8. PURCHASE AND SUPPLY OF PHYSICAL EDUCATION EQUIPMENTS TO SCHOOLS

  • All the schools in Pondicherry, Karaikal, Mahe and Yanam are supplied with consumable and non-consumable equipments and materials of Physical Education. While Karaikal, Mahe and Yanam regions make purchases at their end, and purchases for Pondicherry are centrally made and the items of distributed to the schools.
  • As per the existing Physical Education syllabus, the materials are purchased based on the approved price by central purchase unit and distributed to all Middle, High and Higher Secondary Schools, as per their need.
Beneficiaries:

All the Bonafide Students of Govt. Schools of the Union Territory of Pondicherry are the beneficiaries without any discrimination.

Application:

No application. Every school receives its materials as per need.

9. DEVELOPMENT AND MAINTENANCE OF PLAY FIELDS

  • In the schools where adequate play area are available, they same would be developed into standard surfaced play grounds through the Public Works Department.
  • For the schools not having adequate play area, action is taken for acquisition of adjoining land for development of play area.
  • For developed play area in the schools, adequate provisions in the form of play courts and other facilities are made for utilization by the students.
Beneficiaries:

All the students in the schools of the Union Territory of Pondicherry are the beneficiaries.

Application:

No application. On request from the Heads of the needy institutions action is taken.

10. SCHOLARSHIP AND LUMP SUM AWARDS FOR MERITORIOUS SPORTS PERSONS

  • Students upto the Higher Secondary stage who secure the first and second places in the State level competitions organized by the Education Department and State level competitions organized by the State Sports Associations are eligible to apply for Scholarship awarded by the Government of Pondicherry, if they fulfill other conditions of eligibility
  • Non students and students of other levels are eligible to apply for grant of lumpsum grant if they possess the above sports merits and satisfy the other conditions of the eligibility
  • Scholarships are at the rate of Rs.600/- per annum and lumpsum grants are at the rate of Rs.500/- per annum which are not renewable .
  • Applications are to be routed through the Institutions or State Sports Associations by the students and non students respectively.
Beneficiaries:

12 school students get scholarships and 5 other get the lumpsum awards. Within the prescribed limits of the above scholarships may be increased reducing the lumpsum award .

11. STATE AND ALL INDIA CIVIL SERVICES TOURNAMENTS

Ministry of Personnel, Public Grievances and Pensions of Government of India is Organising various games and cultural competitions for all State and Central Government employees

  • Eligible State Government employees will represent in such competitions in the name of their State Government .
  • Eligible Central Government employees shall represent their organizations through the Regional Sports Boards spread throughout India.
  • State Governments and Regional Sports Boards organize the competitions on behalf of Government of India who reimburses the organizational expenditure to a certain extent.
  • Government official securing the first three places in the All India Civil Services Tournaments get advance increment.
Beneficiaries:

All eligible Government officials from Group 'D' to 'A' are eligible to take part. All expenses of participation of Government officials is paid by the Government. The period of participation is treated as " On Duty".

Application:

No application. Circulars will be sent to all departments by Education Department and respond to the cal lcircular through the respective departments.

12. CHILDREN'S RALLY:

This programme will be conducted in two hours duration in each zone. Each Zone has to select ten schools in ten different events to exhibit their talents in the field of cultural, rhythmic, folk dance and physical training activities like Mass Drill, asanas, Malkhamb, Pyramid and Indingenous activities exhibited by the Government Schools. The strength of the each Institution is not more than 50 students (40 students from general and ten students from Scheduled Caste).This is a massive programme of the school children to display in the presence of all school children and public. Each Zone will have the students' participation of 500 and the total worked out from seven zones is 3500. They, will exhibit their talents in the field of Physical Education activities and cultural activities. In Mahe Region, Balakalamela is conducted as Children's festival and since 2008, Children's Rally is conducted in the remaining seven zones only with financial assistance under this scheme. Mahe is also being extended financial assistance for their childrens' festival.

Beneficiaries:

Each zone will have the students participation of 500 and the total worked out from seven zones is 3500 students. The student strength in Mahe is around 2000.

13. ANNUAL DAY / SPORTS DAY

The Scheme for the conduct of Annual Day / Sports Day in the Government Schools in the Union Territory of Puducherry.

To develop intramural sports spirit among students in the various games taught under the Physical Education curriculam and extra curricular activities in the field of science, elocution, literacy activities and environment science. For each and every activity fair and helathy competitions will be held to identify the best performing students in their respective field.

The best performing student in each and every stage of learning selected through various competitions from among the students, in each discipline will be awarded prizes to encourage their skill.

The best performing students from all the three categories of students (Under 14, 17 & 19 boys and girls with respect of their classes of study ) will be selected by the concerned school by a committee consisting of not more than three members constituted by the Head of Institution. The Lecturer (Physical Education) / Physical Education Teacher of that school should compulsorily be a member of that committee. Other teaching staff in the discipline of science, extra curricular activities will also be included as members in that committee. The available Lecturer in Physical Education / Physical Education Teacher of the school shall be nominated as convenor of the committee by the Head of the Institution. In case of primary schools any teacher can be nominated as convener by the head of the school.

  4. Present status
    Having been started in 1972 in Pondicherry, the National Service Scheme has 10,000 volunteers, 101 programme officers spread through 81 institutions including 20 colleges, 5 polytechnic colleges, 2 teacher training institutions and 54 Higher Secondary Schools each unit having 100 volunteers.

  5. Finance & Duration of Activities
    Government of India and Government of Pondicherry share the expenditure in the ratio of 7:5 for the following items.
    1. Out of pocket allowance to programme officers, contingencies and Refreshment to volunteers for 120 hours per year (2 years activities) Rs.13,200/-
    2. 10 day special camp per annum in adopted villages/slums Rs.15,000/-

  6. Benefits
    1. Students putting in 240 hours of voluntary activity for 2 years get 3 % of weight in their admission to higher courses
    2. They are eligible for appointment as National service volunteers and in other fields in which involvement in community service is an essential or desired qualification.
