NATIONAL SERVICE SCHEME (NSS)
NSS (National Service Scheme) is a Central Sector Scheme sponsored by the Ministry of Youth Affairs and Sports, Government of India which was introduced on 24th September 1969 to coincide with the birth centenary of Mahatma Gandhi. It is implemented in all the States and Union Territories in the Indian Union with a volunteer strength of 44 lakhs across the country.
NSS in Puducherry U.T. was introduced in 1976, first in 06 colleges with a meager strength of 600 volunteers. In the year 2019-20 it has grown into strength of 19387 volunteers in 162 institutions, including 61 Colleges, 08 Polytechnics colleges, 02 Teacher Education Institutes, 90 Higher Secondary Schools, 01 ITI with 193 Units/Programme Officers.

“NOT ME, BUT YOU”: reflects the essence of democratic living and upholds the need for self-less service. NSS helps the students' development & appreciation to other person's point of view and also show consideration towards other living beings.
Symbol of NSS
The symbol for the NSS is the giant Rath Wheel of Konark Sun Temple situated in Odisha, in India. The wheel portrays the cycle of creation, preservation and release .The eight bars in the wheel represents 24 hours of a day. The red colour indicates that the volunteer is full of young blood with high spirit; the navy blue indicates the cosmos; the white backdrop indicates purity.
Aim:
The basic aim is Personality development of volunteers through community service. Accordingly, NSS Units conduct Programmes such as Regular activities (240 Hours) and Special Camping (07 days). They adopt a village and conduct Programmes.
Objectives:
The main objectives of NSS are:
- understand the community in which they work
- understand themselves in relation to their community
- identify the needs and problems of the community and involve them in problem-solving
- develop among themselves a sense of social and civic responsibility
- utilize their knowledge in finding practical solutions to individual and community problems
- develop competence required for group-living and sharing of responsibilities
- gain skills in mobilizing community participation
- acquire leadership qualities and democratic attitudes
- develop capacity to meet emergencies and natural disasters and
- practice national integration and social harmony
Benefit:
NSS Co-coordinators, Programme Officers and Volunteers are eligible for National and State level NSS awards.
State Level Advisory Committee:
There is an Advisory committee headed by the Minister for Education to evaluate and design the programmes.
Administrative Structure:
To implement and monitor the scheme, in the State level State NSS Officer, Regional level Programme Coordinators render service under the guidance of the NSS Regional Directorate Chennai. In the institutional level a faculty is the Programme Officer.
Success story of Puducherry NSS:
02 Programme Officers and 02 NSS volunteers have been conferred National NSS awards. NSS units regularly organize Voluntary Blood Donation Camps and receive appreciation certificate from the Blood Bank of JIPMER and GH. NSS has been an outsourcing agency for many Government Departments. NSS units help in conducting SVEEP activities for the Election Department and receive appreciation certificate. NSS volunteers are deputed to the Republic Day Parade at New Delhi, Adventure Camps in Himalayas and to the National Integration camps in various places of India. Generally, NSS is a Popular Scheme among the students of Higher Secondary Schools and Colleges.
In the youth development index 2017, the Government of India has placed Puducherry in 1st place.

COMMUNITY SERVICE SCHEME (CSS)
Community Service Scheme parallel to NSS was introduced in Puducherry U.T. as a unique scheme on 20th August 2003. It is implemented by the Directorate of School Education in 82 Middle /High Schools with 82 Units/Programme Officers. CSS units conduct in & off campus programmes, also organize day camps to understand the society and enhance civic responsibility of the volunteers.

Portrays the overall development of the volunteers and necessity of community service .
Benefit:
Deserving CSS Programme Officers are awarded with the State level best performance award every year. CSS volunteers after completing 240 hours in two years are provided with a certificate, which is eligible for 3% of weightage in admission to 11th standard.
